Resign.

You cannot be trusted to manage the safety of the students. Most parents send their kids off to college worried they might drink too much alcohol, no one worries that the chancellor will call out the police to torture their kids with chemical weapons.

It is your responsibility to educate students. You had an opportunity to do that in the issue over the encampment but what you taught them was that an authoritarian response to civil disobedience is morally right. Even now, you punt this essential lesson by kicking it to a committee instead of leading, which is your job. 

Your decision to use force, rather than engagement to respond to the encampment is evidence to that point. Your absence from the police’s physical confrontation with your (peaceful non-violent) students illustrates your attachment. 

Your blame-laying in your previous communication underscores these concerns. Resign.
